PROBLEM TO BE SOLVED: To provide a sealed panel device having a high-vacuum space between two panels and less spatial constraints in assembling end products, and to provide a method of manufacturing the same with improved mass-productivity. SOLUTION: The sealed panel device comprises the first and second panels 11, 12 opposed to each other and adhered to each other at their peripheral edges using a seal member 20b. The seal member 20b consists of a frame 23 and first and second adhesive layers 21, 22. The first panel 11 and the frame 23 are adhered to each other with the heating treatment of the first adhesive layer 21. The second panel 12 and the frame 23 are adhered to each other with the heating treatment of the second adhesive layer 22.
