PROBLEM TO BE SOLVED: To provide a heat developable photosensitive material having high sensitivity, excellent in silver tone and also having small environmental dependency of exposure and heat development, and to provide an image forming method using the same. SOLUTION: The heat developable photosensitive material has, on one surface of a support, an image forming layer containing a photosensitive silver halide, a non-photosensitive organic silver salt, a reducing agent and a binder, wherein≥50 mass% of the binder is a hydrophilic binder and the heat developable photosensitive material contains a compound represented by formula (I) or (II) as a silver carrier and contains a compound represented by formula (M).
