<P>PROBLEM TO BE SOLVED: To provide an optical transmission apparatus and an optical communication system which can irradiate with the illumination light of a uniform light quantity without causing flickering of illumination when performing optical communication. <P>SOLUTION: The optical transmission apparatus 10 consists of an optical transmitter main body 11 having a transmission control unit 13, and a light source device 18. The unit 13 has constituents such as an electric signal generating unit 14 and a light source control unit 15 and the like. The unit 14 is configured so as to generate communication signals S (i, t) indicating the blinking (ON/OFF) of an LED 19 and reversed signals R (i, t) obtained reversing the signals S (i, t) as electric signals by converting an input signal P(i). The unit 15 is configured so as to allow a second light-emitting element array for light control to emit a light when a first light-emitting element array for optical communication does not emit a light.
