<P>PROBLEM TO BE SOLVED: To improve, in such a design that a liquid developer is applied to a developer carrier by an application roller having oblique grooves, development accuracy by carrying out a developing operation such that the developer carrier and the application roller are in stable positions in the direction of thrust. <P>SOLUTION: Prior to the timing of the start of the developing operation, drive operations (preliminary drive operations) for the developing roller and the application roller are carried out. This operation shifts the developing roller and the application roller in the direction of the thrust from an unstable state to a stable state (steady state).
