PROBLEM TO BE SOLVED: To apply a user desiring use environment easily to an arbitrary terminal. SOLUTION: A registration request including a function setting information 15A of a storage portion 15 is transmitted to a terminal managing apparatus 2 by a setting information managing means 16C of the terminal 1, the function setting information 15A is registered in the terminal managing apparatus 2, then an update request is transmitted to the terminal managing apparatus 2, and the function setting information received from the terminal managing apparatus 2 is stored in the storage portion 15. The function setting information included in the registration request from the terminal 1 is registered in an accumulation portion 25 by a setting information registering means 26A of the terminal managing apparatus 2, and then the function setting information registered in the accumulation portion 25 according to the update request from the terminal 1 is distributed to the terminal 1.
