PROBLEM TO BE SOLVED: To provide a flow control valve capable of supplying a refrigerant to the other heat exchanger in response to a vehicle condition even when preferentially supplying the refrigerant to one heat exchanger with a simple constitution; and a flow control valve capable of reducing driving energy of a valve element when the valve element moves between respective valve opening positions for preferentially supplying the refrigerant to the respective heat exchangers. SOLUTION: A cooling system has a cooling circuit for circulating a coolant, an oil-water heat exchanger for exchanging heat between a hydraulic fluid and the coolant for cooling an engine, a heat exchanger for a heater for exchanging heat between the coolant and air, and a control valve 20 for controlling a flow rate of the coolant to the respective heat exchangers. The control valve 20 is respectively provided with a communicating part C2 between the valve element 30 and a first cover 21 when expanding the opening area of first and second communicating passages 23a and 24a communicating with the respective heat exchangers. The opening area of the respective communicating parts C2 is different when the valve element 30 is arranged in a first valve opening position and a second valve opening position.
