PROBLEM TO BE SOLVED: To provide a device for tilting a backrest in a reclining chair capable of easily adjusting the strength of the initial energizing force of the backrest by rotating an operation handle disposed at the lower part of one side part of a seat while a sitting person keeps a sitting posture. SOLUTION: An energizing means A for energizing the backrest in an erecting direction is provided with a turning energizing means B having a rubber torsion spring 11 composed by turning a pivot 8 for the backrest to a core material and filling an elastic body 28 between an outer cylinder 27 housed in a support base 6 concentrically and the pivot 8. Moreover, the support base 6 is provided with an energizing force adjusting means C for adjusting the initial energizing force of the turning energizing means B by turning the outer cylinder 27 around the pivot 8 linked with the rotating operation of an operation shaft 46 in left and right directions provided with the operation handle 45 on one end positioned at the lower part of one side part of the seat.
