PROBLEM TO BE SOLVED: To provide a development apparatus in which the developer amount and developer charging amount of a developer layer formed on a developer carrier are uniformized and development characteristics stable over the long period of time are provided, and to provide an image forming apparatus using the same. SOLUTION: The development apparatus is provided with the developer carrier 1, a developer supply member 2 arranged separately from the developer carrier 1, and a supply bias application means 3 applied between the developer carrier 1 and the developer supply member 2 for regulating a developer supply amount from the developer supply member 2 to the developer carrier 1. Supply bias applied by the supply bias application means 3 is superimposed on development bias applied to the developer carrier 1, at least electric field components urging the movement of the developer from the developer supply member 2 to the developer carrier 1 are included in one cycle, and also an acting area A acting on the movement of the developer between the developer carrier 1 and the developer supply member 2 and a non-acting area B not acting on the movement of the developer are included.
