PROBLEM TO BE SOLVED: To prevent generation of "impersonation mail" caused by leak of private information (private key) to be used to generate certification data by eliminating possibility for such private information to be leaked from a sender side. SOLUTION: If a mail is received from a sender, a mail repeater determines on the basis of header information or the like whether or not such mail is regular mail permitted to be transmitted. If it is regular mail, header information of the mail is encrypted with a private key to produce certification data, and mail with such certification data inserted therein is transferred to a recipient. If a verification request comprised of the header information of the mail and the certification data are received from the recipient thereafter, the certification data are decrypted with a public key to decode the header information of the mail, it is verified whether or not this header information matches the header iformatoin received from the recipient, and the recipient is notified of a result of the verification.
