PROBLEM TO BE SOLVED: To provide an image forming apparatus capable of stably outputting an excellent image without reference to how much or how long the image forming apparatus is used. SOLUTION: The image forming apparatus 100 has: a toner carrier 1 for carrying a toner image; a transfer member 5 for transferring toner from the image carrier 1 to a transfer material P, and a bias output means 30 for outputting a bias for transfer to the transfer member 5. The bias output means 30 has one or both of a portion 30a for outputting a bias subjected to constant current control and a portion 30b for outputting a bias subjected to constant voltage control; and a detection portion 30c for detecting an output value of the bias or output values of the biases. The image forming apparatus 100 has a 1st step in which a predetermined 1st bias is outputted by operating the portion 30a outputting the constant-current controlled bias or the portion 30b outputting the constant-voltage controlled bias before toner is transferred and a 2nd step in which a 2nd bias corresponding to the 1st bias value is output and applied when the toner is transferred.
