PROBLEM TO BE SOLVED: To provide a paper feeding mechanism capable of being downsized and reducing the generation of noise, and a hand paper feeding device. SOLUTION: This paper feeding mechanism has a paper feeding roller 26, a bottom plate 74 energized toward the paper feeding roller 26 side, a rotating cam 76 and a link arm 80 to be swung around a support point 78 on the downstream side of the cam 76 in the paper feeding direction and to be engaged with the cam 76 and the bottom plate 74 to swing the bottom plate 74, while linking with the cam 76.
