PROBLEM TO BE SOLVED: To prepare a cooling sheet which has a simple structure and allows a user to breath even when the nose and the mouth of the user are erroneously covered. SOLUTION: A tackiness layer 14 is arranged on one face of a nonwoven fabric 12, and a plurality of through-holes 16 are formed in the tackiness layer 14, or the tackiness layer 14 is made to have projections/recessions.
