PROBLEM TO BE SOLVED: To adjust coded information and a latent image that can be included in one copy restriction image.

SOLUTION: This image generating apparatus includes: a storage section 45 for storing conditions of the coded information while being associated with a feature value denoting a feature of the latent image; a latent image input section 42 for acquiring the latent image; a coded information input section 40 for acquiring the coded information; an input condition output section 44 for acquiring a feature value denoting the feature of the acquired latent image and reading the conditions of the coded information stored while being associated with the feature value denoting the feature of the acquired latent image; and an image generation control section 46 for generating an image including the latent image and a coded information image denoting the coded information in response to the read conditions of the coded information.
