PROBLEM TO BE SOLVED: To describe the OR arithmetic operation or AND arithmetic operation of a plurality of bit data by one instruction, to sharply reduce the number of steps, and to increase a processing speed for development to a program memory. SOLUTION: In a picture structure for writing a plurality of bit addresses and OR instructions and coil instructions, the development to the program memory is executed by writing the number of data storage for an OR arithmetic operation in the leading address, and enumerating the bit addresses until the final bit address matched with the number of storage in each address, and the execution of the instruction is executed by storing the number of data storage in a loop counter, and performing the OR arithmetic operation of the data of each bit address with the data of the next bit address, and jumping to the execution of the next coil instruction when the arithmetic result is the condition establishment of the instruction, and repeating the OR arithmetic operation of the data of each bit address with the data of the next bit address when the conditions are not satisfied.
