PROBLEM TO BE SOLVED: To provide a motion generation system, especially the motion generation system, causing a communication robot to perform motion (cooperative motion or imitating motion) corresponding to the motion of the other party of communication such as human being. SOLUTION: This motion generation system 10 includes: a communication robot 12 making gestures, and a robot control device 16 detects the state of motion of the human being 14 according to the body motion data of the human being 14 and the communication robot 12 measured by a motion capture system 18 and the speech measurement data obtained from a microphone 24. A behavior module corresponding to the detected state is selected from a behavior module DB20 storing a plurality of behavior modules for realizing the motion (the imitation motion and the sympathizing motion) cooperative with the motion of the human being 14. The control data for realizing the cooperative motion is generated by performing the behavior module, and in the communication robot 12, the cooperative motion is realized according to the control data. According to the invention, the communication robot is caused to perform suitable cooperative motion such as the imitation motion and the sympathizing motion corresponding to the state of the other party.
