PROBLEM TO BE SOLVED: To provide a tool for working with which a deep hardened depth can be obtained and the service life can be improved. SOLUTION: In the tool for working a work, a tool main body part 10 which made of a high carbon steel and subjected to the heat treatment, is provided. This tool for working, contains more retained austenite on the surface part than the center part of the tool main body part 10. The method for manufacturing the tool for working, includes; a step of forming the tool main body part 10 made of the high carbon steel into a prescribed shape; a shot-peening step of carrying out shot-peening by many fine grains to the surface of the tool main body part 10 under annealing state and developing the residual strain by working on the surface part of the tool main body part 10; and the heat treatment step of generating the more retained austenite on the surface part of the tool body part 10 than the center part by performing the heat treatment of a quenching and a tempering to the tool main body part 10 after the step of knocking the fine grains.
