A board-shaped optical element, a polarization plane light source provided with the optical element and an excitation light source, and a display device provided with the polarization plane light source. The optical element is provided with a light transmitting resin; a minute region part which is dispersed and distributed in the light transmitting resin and has a double refraction property different from that of the light transmitting resin; and at least one kind of light emitter, which is dispersed in the light transmitting resin and/or in the minute region part and has a smaller particle diameter than its emission wavelength.
