PROBLEM TO BE SOLVED: To provide an electromagnetic wave noise suppressor having two electromagnetic wave noise suppressing functions including a conduction noise suppressing function and a radiation noise suppressing function, and also to provide its manufacturing method and usage. SOLUTION: The electromagnetic wave noise suppressor 1 comprises a base substance 5 containing a binder 2 and an electromagnetic wave absorber 3, and a composite layer 6 which is an integrated body of part of the binder 2 and a magnetic substance. The method of manufacturing the electromagnetic wave noise suppressor 1 includes a base substance manufacturing process wherein an electromagnetic wave absorbing composition containing the binder 2 and the electromagnetic wave absorber 3 is molded, and then a skin layer 4 wherein no electromagnetic wave absorber exists is formed on the surface of the electromagnetic wave absorbing composition to fabricate the base substance 5; and an evaporation process wherein the magnetic substance is physically evaporated on the skin layer 4 of the base substance 5 to form the composite layer 6 on the front surface of the base substance 5.
