PROBLEM TO BE SOLVED: To evaluate the degree of non-criticality over a wide range from non-criticality to criticality. SOLUTION: This evaluation device 10 of the degree of non-criticality is constituted by including a neutron density calculation part 21 for calculating the neutron density from a detector signal acquired from a neutron detector (IR3, SR4) and a space correction coefficient, a neutron source intensity calculation part 22 for determining the neutron source intensity from the neutron density determined by the neutron density calculation part 21 when applying some steady core state as an initial state and an effective multiplication factor in the initial state, and an effective multiplication factor calculation part 23 for calculating the effective multiplication factor in the core state after the initial state by substituting the neutron source intensity and the neutron density determined by the neutron density calculation part 21 for a prescribed calculation formula.
