<P>PROBLEM TO BE SOLVED: To enable output management (use restriction, use prevention, leak prevention, etc. of an image data) of a special image (banknote, document requiring copyright protection, and so on). <P>SOLUTION: When storing into an HDD 5 an image data received from an external PC 19 via an NIC 14, an image recognition unit 16 recognizes the special image data requiring output management, and stores the result thereof into the HDD 5 together with the image data, as bibliographic information. When the stored image is distributed to the outside, the image is passed through a data format conversion unit 10 in which conversion such as the JPEG conversion is made. At this time, processing of special set conditions (color conversion or electronic watermark synthesis) enabling output management is intentionally made onto the image data, and then the image data is transmitted. Color conversion enables an appearance of image deterioration from an original image.
