PROBLEM TO BE SOLVED: To surely restore an operation lever to its initial position when input torque from an outer ring is released by the operation lever. SOLUTION: There are provided a first centering spring 17 which accumulates elastic force by the input torque from the outer ring 13 and restores a retainer 16 to the neutral state by the elastic force when the input torque is released, and a second centering spring 18 which is arranged between the outer ring 13 and a stationary member 21 so as to accumulate the elastic force by the input torque from the outer ring 13 and restore the outer ring 13 to the neutral state by the elastic force when the input torque is released. A first clutch section 11 wherein the relation between the restoring torque T<SB>1</SB>of the retainer 16 by the first centering spring 17 and the restoring torque T<SB>2</SB>of the outer ring 13 by the second centering spring 18 is set as T<SB>1</SB>/M<SB>1</SB>≥T<SB>2</SB>/M<SB>2</SB>in view of moments M<SB>1</SB>, M<SB>2</SB>of inertia of the retainer 16 and the outer ring 13, is incorporated in a seat lifter portion.
