PROBLEM TO BE SOLVED: To provide a method for manufacturing a fixing rotator for preventing the occurrence of winding of a sheet, an offset phenomenon or the like just after use start in particular, superior in releasing with non-fixing toner without generating a phenomenon of the sheet winding around the fixing rotator after fixing or the offset phenomenon. SOLUTION: The method for manufacturing the fixing rotator for transferring a prescribed pattern on the surface of the fixing rotator having a fluorine resin layer on the outermost layer heats while pressuring and contacting a face to be transferred having a transfer pattern on the surface of the fixing rotator before pattern transfer.
