<P>PROBLEM TO BE SOLVED: To prevent toner from wastefully consumed, in order to form a registration control pattern. <P>SOLUTION: The pattern, formed in order to detect misregistration, is developed on a photoreceptor drum 12 by a registration control pattern developing apparatus 42. Thus, the pattern is developed with a toner other than toner used for developing images, so that inexpensive toner is usable as the pattern formation toner, even when a special type toner is used as the image forming toner.
