PROBLEM TO BE SOLVED: To obtain a flash fixing device which improves fixability, without degrading the image quality of a toner image that has been transferred to a recording medium, while prolonging the lifetime of flash lamps. SOLUTION: Six flash lamps 48A to 48F of a flash fixing unit 46 are divided into a first flash lamp group 49A(48A, 48C, and 48E) and a second flash lamp group 91B(48B, 48D, and 48F), and flash light is emitted divided by two flash lamp groups. In the divided light emission, the second flash lamp group 91B is caused to emit light 1 to 10ms late after a light emission timing of the first flash lamp group 49A caused to emit a light first.
