PROBLEM TO BE SOLVED: To provide a foreign matter removing device, for removing foreign matter sticking on the surface of a cylindrical pressure member, used for smoothing a cylindrical substance. SOLUTION: Regarding the foreign matter removing device 100 for removing the foreign matter sticking on the surface of the cylindrical pressure member 5 for the smoothing apparatus for smoothing the surface of the cylindrical substance by softening or melting thermoplastic resin covering the surface of the cylindrical substance, and shifting in the axial direction of the cylindrical substance, while pressing the cylindrical pressure member 5 having smoothness higher than that of the thermoplastic resin against the surface of the cylindrical substance covered with the softened or molten resin, the device 100 is provided with a pressure member rotating means 110 for rotating the cylindrical pressure member 5; a cleaning blade 120 for removing the foreign matter sticking on the surface of the cylindrical pressure member 5; and a pressure means 130 for pressing the cleaning blade 12 against the surface of the cylindrical pressure member 5 which is rotated by the pressure member rotating means 120.
