<p><P>PROBLEM TO BE SOLVED: To provide a webbing winding device capable of maintaining the storage state of a webbing belt without preventing draw-out of the webbing belt by an occupant while no occupant is onboard a vehicle. <P>SOLUTION: In the webbing winding device 10, when an ignition key is turned over the ACC position while an occupant is seated on a front passenger seat after a door is unlocked from the outside of a vehicle and a door on the front passenger seat side is opened, or when the door on the front passenger seat side is opened again while no occupant is seated in the front passenger seat, a motor 100 is connected to a spool 32 by a clutch 92 to prevent a webbing belt 34 wound around the spool 32 from being carelessly expanded. When the door on the front passenger seat side is opened, and the occupant is seated on the front passenger seat, connection of the motor 100 to the spool 32 by the clutch 92 is disconnected.
