PROBLEM TO BE SOLVED: To enable shortening a time from a session start request to transmission/reception start of a medium. SOLUTION: This selecting apparatus is an apparatus in a communication system in which a call origination terminal notifies an incoming call terminal of a plurality of codec system candidates which its own apparatus can use in setting a call, and the incoming call terminal selects a codec system to be used at the time of communication on the basis of the notification. The selecting apparatus is provided with a storage unit for storing the codec system to be used in communication as a codec system to be used for communication between the call origination terminal and the incoming call terminal. If the storage means stores the correlation in codec system between the call origination terminal and the incoming call terminal, the candidates other than a codec system shown in the stored correlation are deleted from among the codec system candidates included in the call setting request, and the codec system is transmitted. On the other hand, if the correlation is not stored, the codec system included in the received response is stored into the storage means as a codec system to be used for communication between the call origination terminal and the incoming call terminal.
