Since the output torque of an electric motor is limited by a torque limit when a backlash is eliminated, an excessive torque is prevented from being outputted. After that, the output torque is gradually changed by the output control means (64) of the gear drive controller (60). Accordingly, since the acceleration and deceleration of a revolving body is performed without uncomfortableness, shock caused when the backlash is eliminated can be suppressed. As a result, smooth turning operation can be realized without feeling the backlash.
