PROBLEM TO BE SOLVED: To provide an exclusive control method and a device capable of adding version number information easily later to an existing system having no version number information and executing exclusive control. SOLUTION: A record, which has screen information as to a screen starting request and an operation target key and where a first value is set as control terminal information, is registered on a control table by a screen starting request made by an optional client only when the record, which has the screen information as to the screen starting request and the operating target key of the screen starting request corresponding to an instance, is not present on a control table. The operating terminal information set on the record is changed to a second value by a screen operation executing request made by an optional client only when the record, which has an operation target key identical to the operation target key of the screen operation executing request, is present on the control table, and only when the operation terminal information set on the record is the first value, the control terminal information is delivered to an existing application through which the screen operation executing request is executed, and the record where the operation terminal information is set at the second value is removed from the control table.
