PROBLEM TO BE SOLVED: To prevent dew condensation and also to prevent rain from entering into a building. SOLUTION: A construction material, usable for a roof material, is composed of such a way that short-length fiber 4 are flocked on one surface of a metallic substrate 2 while draining parts 7 of a predefined width composed of portions without fiber are formed uni-directionally in a row so as to divide the flocking part 5. Also, the flocking part 5 is heated with a heat-treatment means and moved in one direction in relative to the substrate, so that the draining parts 7 are formed continuously.
