PROBLEM TO BE SOLVED: To detect the control operation state (normal operation possible state or normal operation impossible state) of a putout control means in a main control means and to perform error processing in the case that the putout control means is in the normal operation impossible state. SOLUTION: The runaway of a program processing is checked (S49), and while normal signals are transmitted and outputted from the putout control means to the main control means (S51) when the putout control means normally performs a putout control operation in the normal operation possible state (S50:Yes), when a putout operation can not be normally performed (S50:No) due to the occurrence of abnormality such as the runaway of the program processing in the putout control means, the putout control means transmits and outputs abnormal signals to the main control means (S52). The main control means performs the error processing of an abnormal state which occurs in the putout control means on the basis of the abnormal signals received from the putout control means.
