PROBLEM TO BE SOLVED: To suppress the occurrence of fogging by appropriately electrifying a developer carried on a developer carrier. SOLUTION: This developing apparatus comprises the developer carrier (a developing roller 510) for carrying the developer; a first layer 561 which is in contact with the developer carrier and which contains a conductive agent (carbon black CB); and a second layer 562 which is located at an opposite side to the developer carrier 510 when seen from the first layer 561 and which contains a conductive agent CB having larger density than that of the conductive agent contained in the first layer 561.
