PROBLEM TO BE SOLVED: To prevent the occurrence of damage caused by the act of hauling a vehicle or letting it down a slope by gravity on the occurrence of a fault in a motor driving circuit or a travelling motor or the like. SOLUTION: When an abnormal value is detected in an accelerator sensor, a motor revolution sensor, a current sensor, a voltage sensor, or the like in step S4, this controller determines the possibility of a short circuit fault in step S8. In case that there is a possibility of a short circuit fault, it checks the short circuit fault of the motor driving circuit or the like in step S9. When the occurrence of a short circuit fault, it makes a short circuit flag 1 in step S10, and directs the driver to inhibit the hauling in step S11, and operates a brake in step S15.
