PROBLEM TO BE SOLVED: To realize seamless communication even in connecting to a network where an IP of a mobile IP communication terminal can not be utilized, when making packet communication utilizing the mobile IP communication terminal device. SOLUTION: A network-connected mobile IP communication terminal of a move destination judges whether location registration can be made using a relevant IP (IPv4) (step S211). If possible, ordinary location registration processing is executed(step S212). If impossible, a CoA (care-of address) is originally generated (step S213), editing of a location registration signal is executed (step S214), and the location registration signal is transmitted to network relay equipment including a location registration function of mobile IP communication terminal device by a header using an IP (IPv6) of a connection network and a designated IP (UDP).
