PROBLEM TO BE SOLVED: To automatically separate a capacitor from the power supply or the ground when the capacitor which reaches decoupling capacitance during use with a customer occurs dielectric breakdown. SOLUTION: The capacitor has a MOS gate structure that a gate insulating film is held as a dielectric material between a gate 11 and the ground 12. A switch means 2 is connected between the gate 11 and the power supply 4. The ground 12 is connected with the ground 5. Moreover, a switch control circuit 3 is also provided for controlling the switching for conductive state and non-conductive state of the switch means 2. The predetermined voltage Vref and a voltage Vg of the gate 11 are respectively inputted to a non-inverting input terminal and an inverting input terminal of the switch control circuit 3.
