PROBLEM TO BE SOLVED: To provide a mobile communication system or the like for improving throughput.

SOLUTION: The radio base station apparatus 1022 transmits a retransmission wait cancel request to a radio network control apparatus 1031 after waiting for upstream retransmission packet for the predetermined period until the timing before the timing where the retransmission time-out expiration time has passed and stops retransmission wait of the upstream packet when the retransmission wait cancel response for instructing stop of retransmission wait is received from the radio network control apparatus 1031. The radio network control apparatus 1031 generates the retransmission wait cancel response for instructing retransmission wait stop and transmits this response to the radio base station apparatus 1022 when it has verified reception of the object upstream packet from the other radio base station apparatus when the retransmission wait cancel request is received.
