PROBLEM TO BE SOLVED: To realize surface recording density of≥23 G-bit/cm<SP>2</SP>by reducing exchange coupling between crystal grains in an oxide granular medium, and obtaining a high medium S/N ratio. SOLUTION: A perpendicular magnetic recording medium is constituted so that a soft magnetic layer, a lower intermediate layer containing Ru, an upper intermediate layer having Ru crystal grains and a crystal grain boundary made of an oxide and a magnetic recording layer having crystal grains and the crystal grain boundary made of the oxide, wherein the crystal grains of the magnetic recording layer are epitaxially grown on the Ru crystal grains of the upper intermediate layer and the crystal grain boundary of the magnetic recording layer is grown on the crystal grain boundary of the upper intermediate layer.
