PROBLEM TO BE SOLVED: To identify a communication apparatus 309_2 generating a failure T12 on a route 600 of a subscriber call, indicate this identification with physical resource information, and realize easier application to the communication sysem introducing mulotiple vendors in the communication system management apparatus 100 for management of the communication system 200 constituted with a plurality of communication apparatuses. SOLUTION: A first means identifies a communication apparatus on a route of a call from a route management table with the subscriber number = "090-1111-2222" or the terminal communication apparatus logic number as a key and collects counter value of packet corresponding to the call of each communication apparatus and a second means identifies the communication apparatus generating a failure on the basis of the counter value.
