PROBLEM TO BE SOLVED: To provide a technique for changing attribute information considering characteristics of images for keeping the amount of coding to a prescribed amount or smaller, when the amount of the coding of the attribute information is not kept at the prescribed amount or smaller. SOLUTION: A variable c1 is counted up by one when the N-th bit in attribute information is 1, and a variable c0 is counted up by one when the N-th bit is 0 (S402). When the total amount of the coding of the coded result of attribute information coded until now exceeds a prescribed threshold, a value retained by the variable c0 at this point is compared with a value retained by the variable c1, thus determining whether the N-th bit of the inputted attribute information is set to 1 or 0 hereafter (S405).
