PROBLEM TO BE SOLVED: To provide a cleaning device equipped with a cleaning blade which is free of permanent deformation and hardly causes a cleaning defect nearly and an image forming apparatus equipped with the cleaning device. SOLUTION: The cleaning device which removes matter sticking on the surface of a cleaned member with a cleaning blade is characterized in that the cleaning blade has a lamination structure having two or more layers laminated along the thickness; and materials forming the respective layers are different in hardness, a material forming a cleaning edge layer of the cleaning blade which comes into contact with the cleaned member at least partially is higher in hardness than materials forming other layers, and a stress release part is formed on the surface layer at a free-length part of the cleaning blade and on the opposite side from the cleaning edge layer.
