PROBLEM TO BE SOLVED: To provide an electric double layer capacitor that is provided with an electrode constituted by bonding a current collecting body sheet and an electrode layer to each other with a high strength and is high in energy density, and to provide a method of manufacturing the capacitor. SOLUTION: The electric double layer capacitor is provided with at least one laminate unit 14 formed by laminating a positive electrode 12 having a positive electrode layer 16 on the surface of the current collecting body sheet 15 and a negative pole 13 having a negative pole layer 18 on the surface of the current collecting body sheet 17 upon another through a separator 11. At least one of the positive and negative pole layers 16 and 18 contains activated carbon as an active material and polyvinylidene fluoride having a weight-average molecular weight of≥600,000 as a binder.
