PROBLEM TO BE SOLVED: To provide an image display medium, wherein color unevenness and contrast of an image are improved by enhancing a shading rate of a display surface, and to provide its manufacturing method. SOLUTION: Spacers 31 are provided between a lower substrate 10, having lower electrodes 12 and an upper substrate 20 to be a transparent body having an upper electrode 22, and grid-shaped small partition cells are formed in a display part 30. Each small partition cell is filled with a display liquid, where a plurality of plate-shaped particles 33 each of which is a tabular charged particle, whose both surfaces have the same color are dispersed in a liquid dispersion medium 34. When a voltage is applied between the lower and the upper electrodes 12 and 22 and electric field is generated in the display liquid 32, the plurality of plate-shaped particles 33 are transferred in the display liquid 32, according to the direction of the electric field. When the plurality of plate-shaped particles 33 are transferred to a display surface side, the plate-shaped particles 33 are layered to display a white color, and when the plurality of plate-shaped particles 33 are transferred to the rear-face side, black color of the liquid dispersion medium 34 is displayed.
