PROBLEM TO BE SOLVED: To enable improving core wire utilization rate and cost reduction in selecting a medium out of a communication station. SOLUTION: In selecting an out-of-station communication medium out of a communication station, it is checked whether or not a splitter (SP) capable of opening a service exists on an electric pole nearest to the generated demand (302), and if the SP exists, it is checked whether or not the SP has an idle terminal in its inside (303). If the SP has an idle terminal, the selection is considered to be successful (312). If the SP has no idle terminal, it is determined whether or not a higher-order electric pole has the enough number of terminals (305, 307), and if the electric pole has the enough number of terminals, it is decided that selection is possible (306, 308, 311). If the electric pole does not have enough number, it is decided that it cannot be handled (309) and selection is performed, and a path is obtained simultaneously with respect to cost computation and quality by the path, thereby providing the optimum path.
