PROBLEM TO BE SOLVED: To appropriately perform information recording into an information recording medium even if the medium has a plurality of recording layers. SOLUTION: The information recording medium (100) includes at least a first recording layer (L0 layer) on which a first recording track is formed, and a second recording layer (L1 layer) on which a second recording track for recording recording-information through the first recording layer is formed, wherein at least one of the first and second recording layers includes a management area (CDZ) that records offset information on an offset level (displacement level: R0-R1) indicating difference between a first predetermined position (point G: outermost circumferential position) in a recoding area of the first recording layer and a second predetermined position (point H: outermost circumferential position) in a recoding area of the second recording layer, which is corresponding to the first predetermined position and caused by relative displacement in a radial direction of the first and second recording layers or the first and second recording tracks.
