PROBLEM TO BE SOLVED: To provide a protection circuit that can distinguish and detect an open state generated by the rise of a discharging voltage, due to the deterioration of a protection element and a fault, and a conductive state generated by the lowering of the discharging voltage, and can notice the deterioration and the fault in a state having a function for protecting facilities, and to provide a lightning arrester using the protection circuit. SOLUTION: The protection circuit comprises a first discharge element that discharges an abnormal voltage; a second discharge element that is connected to the first discharge element in parallel therewith, and performs discharging, when a prescribed voltage value is exceeded; and a detector that is connected to the second discharge element in series thereto, and detects a current flowing to the second discharge element.
