<p><P>PROBLEM TO BE SOLVED: To properly display a moving video by taking into account the visual effect of human eyes. <P>SOLUTION: The image processing method includes steps of: determining a region R<SB>18201</SB>whose time direction is limited by a frame rate of a display apparatus to be a pass band of a filter in a region R<SB>1101</SB>, extended in a principal component direction being a direction of a principal component of moving picture data and having a particular width in a direction of a frequency axis T in a time direction, in a frequency domain defined by the frequency axis T in the time direction and frequency axes X, Y in a space direction; and applying up-sampling in the time direction in response to a frame rate of the display apparatus to the moving picture data while applying filtering for passing frequency components with the pass band of the R<SB>18201</SB>to the moving picture data to obtain moving picture data which the display apparatus can display.
