PROBLEM TO BE SOLVED: To restrain delay of response at the starting of a vehicle loaded with the internal combustion engine in the case where a request load to the internal combustion engine is large. SOLUTION: This internal combustion engine 10 is a spark ignition type internal combustion engine, and a first ignition plug 12<SB>1</SB>and a second ignition plug 12<SB>2</SB>are provided in the same combustion chamber 11b. At the ordinary start of the internal combustion engine 10, one of the first ignition plug 12<SB>1</SB>and the second ignition plug 12<SB>2</SB>is used to perform ignition. When the request load to the internal combustion engine 10 is more than a regulated value, both of the the first ignition plug 12<SB>1</SB>and the second ignition plug 12<SB>2</SB>are used to start the internal combustion engine 10.
