PROBLEM TO BE SOLVED: To provide an evacuation safety performance evaluation method by which even those who are not experts are able to forecast the height of the lower end of a smoke layer at the completion of evacuation, reflecting actual conditions. SOLUTION: The present invention is a method for evaluating the fire-evacuation safety performance of a building at the stage of designing the building or at the stage of changing a plan or use of the existing building. By calculating the height of the lower end of a smoke layer based on the time of the completion of evacuation, and comparing the height of the lower end of a smoke layer at the completion of evacuation with a permissible value of the height of the smoke layer in evacuation safety, the fire-evacuation safety performance is evaluated.
