<P>PROBLEM TO BE SOLVED: To effectively utilize regenerative energy to a full extent. <P>SOLUTION: A voltage reference output circuit 12 outputs a voltage reference signal V<SB>-</SB>EDLCref based on a speed detection signal Vel from a speed sensor 8. A voltage instruction output circuit 14 outputs the V<SB>-</SB>EDLCref, and a voltage instruction signal VchRef based on the deviation from the voltage detection signal Vdc of a smoothing capacitor 5.
