PROBLEM TO BE SOLVED: To solve the problem wherein the adaptation of wood to treatment and recycling after use is social needs at the time of production or use as a building exterior and interior of building in a technique and method for keeping the flame-retardance and non-combustibility of wood and important, and a wood injection and impregnation agent reaching flame-retardant wood and non-combustible wood applying no load to environment or its manufacturing method is required, and the generation of a toxic gas at the time of combustion and the toxity of an eluted substance and discharged matter must be prevented for the purpose of prevent the effect on the human body or organisms. SOLUTION: An aqueous solution containing 2-30 wt.% of sodium hydrogen carbonate, sodium sesquicarbonate or sodium carbonate, which is a wood injection and impregnation agent reaching the flame-retardant wood and non-combustible wood used as food additives and having high safety is infiltrated in the cell interstices of wood by a pressure and vacuum method, a hot and cold bathing method, impregnation method and the like to be fixed.
